According to Wikipedia (http://en.wikipedia.org/wiki/The_Guy_with_the_Secret_Kung_Fu) and Public Domain Torrents (http://www.publicdomaintorrents.net/nshowmovie.html?movieid=452) it is. I assumed that it was once I had seen it in both places.

I looked this film up at IMDb.

It's source country is Hong Kong. According to the USCO GATT circular.

1 At the time the work was created, at least one author (or
rightholder in the case of a sound recording) must have
been a national or domiciliary of an eligible source country.
An eligible source country is a country, other than the
United States, that is a member of the WTO, a member
of the Berne Convention for the Protection of Literary
and Artistic Works, or subject to a presidential proclamation restoring U.S. copyright protection to works of that country on the basis of reciprocal treatment of the works of U.S. nationals or domiciliaries.

This links shows that Hong Kong did not join the WTO until January 1, 1995 and the Berne Convention until July 1, 1997.
So if I am reading the GATT circular correctly, only films from Hong Kong after 1/1/1995 would be eligible for GATT.
For some of the others who research copyright, is this correct?
